A woman told the park keeper a man had boasted to her about killing a squirrel there.

He has been described as bald, but there are no further details on the appearance of the two suspects.

Not clear to me what crime, if any, this man committed. I believe grey squirrels are officially 'pests' or 'vermin' and it's therefore legal to kill them humanely - see Animal Welfare Act 2006 for clarification. Shooting is considered humane, but if an amateur fails first time I think s/he could likely be accused of cruelty. There's also a question over doing this in a public place I think.

shooting at anything (even with an air rifle) in a public park is a criminal offence covered by the firearms act. Even having the rifle loaded in a public place is illegal.
What ever you thoughts about squirrels, you can't surely be comfortable with the idea of someone taking potshots in a public space.
