Firefighters were called to a fire at High Down prison on Saturday evening.
Firefighters went to the fire at the prison on the outskirts of Banstead, at 11.45pm, which turned out to be a bin fire.
Epsom watch manager Lloyd Hatton said: "There was a small bin fire. We go up there quite a lot."
Mr Hatton said there had been cases of prisoners burning blankets and throwing them out of windows before.
The prison opened in 1992 and was built on the site of a former mental hospital at Banstead .
