A popular late-night bar in Kingston could lose its licence for failing to control crowd numbers and having “unacceptable crime levels”.

Barcadia, opposite Oceana nightclub in Clarence Street, will have its premises licence reviewed by Kingston Council on Thursday, following an application by the Metropolitan Police.

The review comes after police officers visited in February, and found several management failings that breached the terms of the bar’s licence.

Police also said licence holder Huseyin Sanli had failed to respond to a letter about crime associated with Barcadia.

Police visited the bar in the early hours of February 23, and found door staff unable to say how many people were inside, according to documents submitted to the licensing review.

Following an inspection of the premises, police estimated the venue had exceeded its 130 capacity by 20 people, making it difficult for customers to move from the back of the building to the front.

Officers also found the premises supervisor smoking inside an office at the back of the venue, breaching smoking laws.

Staff were then unable to find the bar’s incident log, and when it was eventually found there was no mention of an assault on the duty manager believed to have taken place the previous week.

When police left the venue, they found door staff had left the entrance unattended, and when they were found they were again unable to say how many people were inside.

In an application to Kingston Council’s licensing office, David Armstrong, writing on behalf of police, said: “The review of the premises licence has been requested to address the failure of management at the premises and the failure to ensure the licensing objectives are upheld."

Barcadia was unavailable for comment.
