Porn films have been shot in broad daylight in a council car park triggering a police investigation and calls for tightened security.

Sutton Council has passed footage of an explicit film showing sex on the top floor of the Gibson Road car park to the police after it was uploaded to an internet porn site last week.

The film has also led councillors to demand a review of security at the car park. Security there was called into question recently after a number of suicides at the same spot.

It is understood there are other films in circulation on the internet that have also been shot at the car park opposite the council offices.

Police are investigating to see if any offences have been committed through the filming.

It is illegal to film commercially on council property without the local authority’s permission.

Councillor Tony Shields has demanded a council investigation into security at the car park, which is due to become far busier under plans to sell off the Brighton Road car park in the town centre.

Only last week councillors approved a deal to offer residents a 10 per cent discount to transfer their parking season ticket from the soon-to-be demolished Brighton Road facilities, to Gibson Road or Times Square.

The car park, that is manned during its opening hours of 6am to 11pm, is equipped with CCTV, but earlier this year its effectiveness was called into question when it was revealed the cameras were not on when a young man fell from the roof.

Coun Shields said: “It is tempting to liken this situation to a ‘Carry on’ film maybe ‘Carry on up the car park’ but in reality it is profoundly concerning to see that hardcore pornographers feel safe to make a very explicit film in broad daylight at a public car park.”

He has questioned what other illegal activities could be taking place there and whether it was safe for people using the car park.

He said: “I did not think Sutton was a favoured porn film location but it seems it is rather the porn capital and Gibson Road car park is the film set. Concerns over CCTV that were raised in the past must be addressed.”

In the professionally shot 11-minute clip in high definition that police are investigating after the Sutton Guardian made the council aware of the film, a taxi drives around the borough with a “client” in the back seat and the civic offices can clearly be seen in the background.

In later explicit scenes outside of the car in the car park, the Sutton skyline is clearly visible.

A police spokesman said: “The council passed a web link to the police who are working with the council to identify any offences.

“Appropriate action will be taken.”

A council spokesman said: “The safer neighbourhood team has been made aware of the incident and will make sure their patrols pay attention to the car park.

“Albeit that this incident is not related to any security issues as it involved a taxi driving into our car park during daylight hours, we have undertaken a full safety review of this car park over recent months and have installed a range of security measures including fitting a safety barrier on the top level and installing gates and grilles to prevent out-of-hours access as well as treating walls with anti-climb paint.

“Vulnerable entry points have been identified and will be blocked with shrubbery or anti-climb rails and the scope of CCTV cameras is being reviewed.”
