A homeless couple have set up camp just yards away from the council offices.
Islam Mohammoud, from Egypt, has created a makeshift tent in the grounds of St Nicholas Church on St Nicholas Way, near Sutton's Civic Centre.
Mr Mohammoud, who is attempting the claim asylum, said nobody is willing to help him.
He said: "Every day I go out to find work, and leave my girlfriend here.
"It's dangerous for her to be here on her own. We need help, but people don't want to know."
Councillor Jayne McCoy, chairwoman of the housing, economy and business committee, said: "We are aware that a couple have been sleeping rough outside the Civic Centre and we are proactively working to address the situation to ensure their safety and wellbeing.
While even one person suffering from homelessness is an issue, we are proud that the borough performs so well in dealing with this matter and we will continue to work with partners to help those, where we can, with a housing need."
