To quote your article it cost "just £4,500" to build a litter mountain in Sutton so that Council leader Ruth Dombey could have her photo taken in front of it.
If ever proof were needed that the lunatics have taken over the asylum then this was it.
All the hard working residents of the borough who pay their own council tax do not need to be told not to drop litter in this patronising way.
The remainder - who probably don't work or pay their own council tax - don't give a damn anyway and will continue to drop litter.
The threat of a fine will do nothing to deter them as they will not pay any fines levied.
How dare they spend £4,500 of our money on such a pointless stunt?
It really is tine to vote the likes of Dombey and co. out at the elections in May. They are an absolute disgrace.
