Merton council and housing provider Circle Housing have signed a pledge to residents on three estates.
Council leader Stephen Alambritis and Circle Housing chairman Sir Robin Young have agreed to ten commitments to tenants on the Eastfields estate in Mitcham, the Ravensbury estate in Morden, and High Path in Wimbledon.
The commitments cover keeping disruption to a minimum should building work take place, maintaining residents homes, ensuring high quality, and carrying out responsive repairs.
Regeneration is being considered for the three estates, with residents being invited to comment on design options from October.
