The man died after he plummeted from Times Square car park in Throwley Way, in central Sutton.
Paramedics pronounced the man, aged in his 40s, dead at the scene shortly after they arrived at about 4.25pm on Saturday, February 18.
A spokesman from the Metropolitan Police said they did not believe the death to be suspicious.
A witness, who did not want to be named, said: “We saw a body covered in a blanket lying in the middle of the road.
“The roads were blocked and police were ushering people away from him. It was really shocking. I asked them what happened, but they wouldn’t tell me.
“Then the next day there was just a bit of sand where the body had been, but other than that it was as if nothing happened. It’s terribly sad.”
