A mother of four was told she could face arrest for refusing to have a water meter fitted at her new home in Sutton.
Debbie Lyons, 44, was angered when water officials arrived unannounced on Monday to start monitoring her consumption.
Mrs Lyons complained to Sutton and East Surrey Water about the lack of notification and was given an instant apology.
She said: “They were trying to rule with an iron rod and invade my privacy without giving me any warning.
"I just feel that the water meter system punishes families on lower incomes.
“I have read online that we are supposed to use 10 per cent less water, but how can we do that if we don’t waste water?
"By drinking less, washing less or going to the loo less?
“I have lived in the borough for about 22 years and it seems like the population has quadrupled but that no extra resources have been established.”
Since 2005 Sutton and East Surrey Water has been legally entitled to install water meters when there is a change of owner at a property.
A spokesman said: “A new owner is advised of this by letter, seven days prior to the installation.
“However, in Mrs Lyons’ case, it is apparent that this letter was not sent, for which the company sincerely apologies.
"A representative of the company contacted her on the day and, in this instance, as the correct procedure was not adhered to, we will be offering to remove the meter should she wish us to do so.”
