Edward Davey MP has had a £115.64 bill for office telephone rental rejected by the Independent Parliamentary Standards Authority (Ipsa).

The claim, dated September 29, 2010, was not paid because of insufficient evidence.

The authority paid 33 other bills, totalling £11,210.95, mainly relating to his constituency office, including business rates, rent and window cleaning.

Mr Davey said: "I can't tell you how much time we have wasted because of Ipsa's uselessness and now their incompetence led me to being accused of cheating expenses which is frankly unacceptable.

"I'm incandescent at the suggestion that I have not complied with the rules when we have tried to act on Ipsa's advice as I understand it.

"We had to spend hours on the phone to get any one to give us advice.

"I can give you 101 examples of the amount of time we have wasted trying to get answers from them."

Richmond Park MP Zac Goldsmith did not file any claims during the same period.

Ipsa rejected a total of 248 claims from MPs totalling just over £15,000 between May and October 2010.

Today Leader of the Commons Sir George Young MP criticised the new expenses system for being “at best distracting, and at worst impeding, MPs from doing their job”.
