The council is reviewing its licensing policy for minicabs and taxis.
The policies need updating and Elmbridge Council is consulting taxi drivers and passengers until early November.
Proposals include reassessing the relevance of a licensee’s past convictions, clarifying the requirement of window tinting on licensed vehicles and the introduction of standards for CCTV systems fitted in vehicles.
It will also look at adding to the existing policy that outlines legal requirements in respect of touting by minicab drivers, and make minor amendments to the council’s penalty points scheme.
Head of environmental health and licensing Tony Deag said: “The laws around taxi and minicab licensing are sometimes unclear as to what may be required, so it is essential that the council has policies which are relevant and up-to-date.
“This helps applicants for licences and existing licensees to understand what is required of them and ensures decisions made on licence applications are consistent and fair.”
