The Battersea crane disaster led to the setting up of the Strategic Plant Forum for Safety to regulate and monitor crane safety.
Prior to the accident there was no recognised examination to be a tower crane supervisor and no guidelines when buying a crane.
Now cranes have to be fully registered and have a detailed history which can be checked by those hiring the machinery.
Tony O'Brien, secretary of Construction Safety Campaign, said: "There was a total lack of safety structure on the Thessaly Road site.
"The irony of the situation is that the law has only changed because of the tireless work of the likes of Liliana."
