Objectors have voiced concerns about plans for a new library and community space in Cobham.
Among those concerned were Cobham Chamber of Commerce, Cobham Conservation and Heritage Trust and scores of residents.
The application was approved last year for 14 houses and a detached two-storey building for library and community use, on the condition more information was submitted and approved by the council.
This application has now been submitted for reserved matters such as access, appearance, landscaping and layout, to be discussed and approved, with the houses proposed reduced to 13.
But access has proved a major sticking point for objectors.
Cobham resident Joyce Acher said: “The original concept was for a community building available for all to enjoy with good safe suitable access to the community building for young and old at all times of the day and evening, adequate parking for the disabled and young families and the general public.
“But this seems to have been totally overlooked in the desire of the developers to cram as much as possible in to this site.”
Stoke D’Abernon resident Michael Page said: “This plan is an eyesore and not worthy of being in the centre of Cobham.
“It is not in keeping with its surroundings and it would be a crime to inflict such a design on current inhabitants and the generations to come.”
