In response to the introduction of a green garden waste charge, I am all for paying by usage.
It is not fair that residents of flats have to pay for it. However, is it really necessary to set up a new scheme and arrange for residents to have a third bin, which for those with no side access will be adding to the front of their houses?
It would be simpler to reduce flat occupiers’ council tax and increase house occupiers’ accordingly, with reduced cost for implementing a new scheme.
If the real reason is to raise more revenue then just be honest and increase council tax, but implementing a new scheme and collecting additional payments does not help the council or the taxpayer.
